Zapatero's endorsement of Morocco's autonomy plan highlights regional dynamics

Former Spanish Prime Minister José Luis Rodríguez Zapatero has expressed strong support for Morocco's autonomy proposal for Sahara in his latest book, La solución pacífica (The Peaceful Solution). In this geopolitical analysis, he draws comparisons between the plan and Catalonia’s autonomy statute.

Zapatero, who led Spain from 2004 to 2011, reveals that during his tenure, Morocco consulted his government prior to the official presentation of its 2007 autonomy initiative. He recalls, “I remember very well the moment when Foreign Minister Miguel Ángel Moratinos put the project on the table for us to give our opinion and start working,” highlighting the “strategic level of trust” that characterized relations between Rabat and Madrid.

The former prime minister likens Morocco’s autonomy proposal to Spain’s regional governance model, stating, “Morocco launched for the first time an autonomy project similar in some aspects to Catalonia’s Statute of Autonomy, although much more generic.” He emphasizes that the future resolution for the territory will likely involve substantial political self-government for the Saharawis, who seek well-being and recognition of their identity.

Zapatero's analysis underscores Morocco's political evolution, noting its “greatest pluralism” in the Arab world. He commends the kingdom for its advancements in human rights and public freedoms, stating, “It is where evolution in development and the defense of Human Rights are best established.”

Additionally, he reflects on the diplomatic relations between Spain and Morocco, praising King Mohammed VI’s commitment to strengthening ties. “He spoke to me in my language from the day I met him. His Spanish is good and he is a great connoisseur of our culture,” Zapatero recalls.

In addressing regional dynamics, he identifies Algeria as a crucial player that warrants more international attention. While acknowledging that “dialogue is not always fluid,” he appreciates Algeria’s “appropriate behavior” during challenging situations, especially regarding energy issues.

Zapatero affirms that it is feasible to maintain strong economic ties with Morocco while navigating the complexities of the Sahara issue. He insists, “In this context, it is possible to reconcile our good relationship with Morocco with the Sahara issue and the commitment to UN resolutions.”

Since 2022, Morocco’s plan has been deemed “the most serious, realistic and credible” solution following a letter from current Spanish Prime Minister Pedro Sánchez to King Mohammed VI. Zapatero warns against the ongoing hardships faced by families in the Tindouf camps, controlled by Algeria and the Polisario, labeling it a “pending issue” for the international community. He advocates for achieving a “definitive status of non-confrontation, non-belligerent” approach to resolve the long-standing dispute.
