Morocco aims for stronger Arab representation in ICAO Council

In a significant move for regional aviation, the Arab Civil Aviation Organization (ACAO) has officially endorsed Morocco, among other Arab nations, as candidates for the International Civil Aviation Organization (ICAO) Council. This decision, made during an extraordinary general assembly in Rabat, also includes Saudi Arabia, Egypt, and the United Arab Emirates.

The initiative seeks to amplify the Arab voice within the ICAO Council, especially ahead of the upcoming 42nd General Assembly scheduled to be held in Montreal from September 23 to October 3, 2025. During the assembly, Morocco’s Minister of Transport and Logistics, Abdessamad Kayouh, highlighted the necessity of a unified Arab representation, reflecting the growing significance and strategic role of the civil aviation sector in Arab economies.

“A strong Arab presence in the ICAO Council will underscore the vital contribution of civil aviation to economic and social development—not only in Arab countries, but globally,” Kayouh stated. He emphasized the imperative for Arab nations to adapt to the rapidly evolving landscape of aviation, addressing legal frameworks and technological advancements.

Minister Kayouh expressed optimism that a harmonized Arab vision would garner broader international support from other regional blocs, enhancing the prospects for Arab candidates to secure a substantial number of votes.

Additionally, Kayouh announced the completion of architectural plans and the acquisition of land for the construction of ACAO’s new headquarters, reaffirming Morocco’s commitment to improving the organization’s operational environment. The selection of a contractor for this project is anticipated soon.

Abdulaziz bin Abdullah Al-Duailej, President of ACAO’s Executive Council, remarked that the assembly also addressed pressing issues within civil aviation, including air safety and the integration of modern technologies. He stressed the importance of coordinated Arab efforts in tackling industry challenges and preparing for the forthcoming ICAO elections.

Al-Duailej called for a unified Arab stance within international aviation institutions, emphasizing the need for deeper collaboration with other regional blocs to enhance mutual support during elections.

The ACAO assembly represents a pivotal step in aligning the policies of Arab countries, strengthening technical and regulatory capabilities, and reinforcing their collective presence on the international aviation stage. As an agency under the Arab League, ACAO aims to foster cooperation among Arab nations in civil aviation, promote shared policies, develop technological capacities, and advocate for Arab interests in global aviation governance.
