Russia expands ties with Morocco, strengthening its position in North Africa
Russia has redirected its foreign policy toward North Africa with a focus on strengthening ties with Morocco, a key gateway to the African continent. This shift was highlighted by the visit of Vladimir Morozov, Vice-Rector of the University of International Relations at the Russian Ministry of Foreign Affairs (MGIMO), to Morocco in mid-April 2025.
During his visit, which took place from April 14 to 17, Morozov engaged in high-level meetings with Moroccan officials and academic institutions, laying the groundwork for a "complex" bilateral relationship. These discussions focused on higher education, energy, and technology, reflecting Russia’s growing interest in Morocco as a partner.
A significant outcome of the visit was the agreement to strengthen academic cooperation. The meetings included exchanges between Russian and Moroccan institutions, with an emphasis on joint scientific events and research. Morozov expressed hope that Morocco would welcome Russian students, particularly in political science and diplomacy, given its strategic importance and cultural diversity.
Beyond academics, the visit also addressed economic cooperation. Russia is keen to expand its presence in Morocco, particularly in the oil, gas, and technology sectors, with companies like Yandex already initiating projects. This growing interest signals an expanding Russian footprint in Morocco, seen as an attractive investment climate.
Russian political analyst Yuri Svetov suggests that this rapprochement is part of Russia’s broader strategy to reposition itself in the global arena, diversifying alliances beyond the West. He emphasized that education and elite formation are essential components of Russia's soft power, a tool that had been underutilized since the Soviet Union's dissolution.
As France's influence wanes in the Sahel and Sahara, Morocco is emerging as a flexible and strategic partner, combining economic, diplomatic, and academic influence. Russia’s renewed focus on Morocco reflects an understanding of the Kingdom’s pivotal role in both African and Mediterranean politics. Morocco, in turn, seeks to leverage these partnerships for greater international influence.
