Morocco initiates first ESCO authorization to enhance energy efficiency

Morocco’s Ministry of Energy Transition and Sustainable Development has officially issued the country's inaugural Energy Services Company (ESCO) license. This significant development is a direct result of Decree No. 2-24-153, which implements Law No. 47-09 on energy efficiency, as published in the Official Bulletin last November.

This authorization marks a pivotal step in operationalizing the regulatory framework for energy efficiency in Morocco. It builds upon the ministry’s ongoing efforts, which include the decree regarding the accreditation of organizations responsible for mandatory energy audits; thus far, 25 companies have received authorization.

ESCOs represent a new generation of energy specialists, poised to revolutionize how buildings and facilities manage their energy consumption. These companies offer a wide array of services, including energy audits, system design, implementation of efficiency measures, and ongoing monitoring.

Their innovative business model focuses on energy performance contracts, wherein compensation is directly tied to actual energy savings achieved. This approach significantly mitigates financial risks for clients, creating a more appealing proposition for businesses.

Through these performance-based contracts, ESCOs are committed to reducing energy consumption and optimizing usage across various sectors, including industrial, commercial, and residential buildings. This strategy not only enhances efficiency but also contributes to broader sustainability goals.

Energy efficiency is increasingly recognized as a vital driver of job creation within the sector. New career paths are emerging, ranging from energy maintenance to home automation, fostering a skilled workforce in line with the nation’s sustainable development objectives.

The Ministry has reiterated its commitment to supporting any company interested in joining this ecosystem, thereby contributing to the establishment of a more sustainable and energy-efficient economy.
