ANAPEC director dismissed over unfulfilled employment objectives
The Moroccan Minister of Economic Inclusion, Small Business, Employment, and Skills, Younes Sekkouri, has dismissed Imane Belmaati as Director General of the National Agency for the Promotion of Employment and Skills (ANAPEC) after a tenure lasting just 14 months.
Removal linked to unmet government objectives
Belmaati’s dismissal follows a report by the ministry highlighting ANAPEC’s failure to implement key employment initiatives under her leadership. The report pointed to delays in executing the government’s employment roadmap, which aimed to enhance job placement efforts and create professional opportunities.
Additionally, Belmaati was criticized for her inability to deliver an actionable operational plan aligned with the government’s broader employment strategy. According to sources familiar with the decision, her dismissal also stems from unresolved financial irregularities flagged by the Court of Auditors and the General Inspectorate of the Ministry of Finance.
A brief and turbulent tenure
Imane Belmaati was initially appointed as interim director after the dismissal of her predecessor, Noureddine Benkhalil, and confirmed in her position in April 2024. However, her leadership was cut short due to insufficient progress in addressing critical challenges facing ANAPEC.
The agency, supervised by the Ministry of Employment, plays a vital role in Morocco’s labor market by providing job placement services, guiding young entrepreneurs, supporting businesses, and developing training and integration programs.
Interim leadership expected
An interim director is expected to be named soon to oversee the agency until a permanent replacement is appointed. The government’s decision underscores the pressing need for effective leadership to meet Morocco’s employment goals and address systemic inefficiencies in the agency’s operations.
