Advanced Regionalization in Morocco A Path to Sustainable Development

King Mohammed VI of Morocco addressed the Second National Conference on Advanced Regionalization in Tangier, highlighting the significance of this strategic initiative in advancing governance and fostering economic and social development. Since the First National Conference on Advanced Regionalization in 2019, Morocco has laid down foundational frameworks enabling regions to exercise autonomy and shared powers. The King emphasized that these frameworks are crucial for fostering collaboration among government entities, public institutions, and local stakeholders. The ultimate goal is to make advanced regionalization a catalyst for equitable development, addressing disparities and unlocking regional potential.  

Key Challenges in Regionalization  

In his message, King Mohammed VI outlined seven critical challenges that must be addressed to realize the full potential of advanced regionalization:  

1. Administrative Devolution: The King reiterated the importance of transferring decision-making powers to regional authorities, emphasizing that delays in devolving administrative powers, particularly those related to investment, hinder efficiency and growth.  

2. Clarification of Powers: Clearly defining the roles and responsibilities of regional councils and local governments is essential to ensure effective governance and development outcomes.  

3. Participatory Democracy: Strengthening citizen and civil society involvement in policymaking and implementation is necessary to enhance transparency and accountability.  

4. Public Accountability: Ethical governance and combating corruption are paramount to building trust and ensuring legitimacy in managing local affairs.  

5. Regional Attractiveness: Enhancing the appeal of regions through improved infrastructure, a skilled workforce, and effective resource management is crucial for attracting investments and stimulating economic growth.  

6. Innovative Financing: The King called for new funding mechanisms to address the financial challenges faced by regions, moving beyond traditional models to ensure sustainable development financing.  

7. Crisis Management and Adaptability: Developing resilience against natural, economic, and environmental crises is vital for safeguarding regional progress.  

Strategic Priorities  

King Mohammed VI highlighted key sectors requiring immediate attention, including water management, transportation, and digital transition:  

- Water Stress: Regions must adopt integrated water governance strategies to tackle Morocco’s structural water challenges, ensuring sustainable use and conservation.  
- Transportation: With Morocco preparing for large-scale projects, including hosting the 2030 FIFA World Cup, enhancing transportation infrastructure is imperative for regional connectivity and reducing inequalities.  
- Digital Transformation: Leveraging digital technology is no longer optional but essential for efficient regional and local governance.  

A Roadmap for the Future
