EU reaches 2040 climate deal ahead of COP30, After tough negotiations
Just days before COP30 in Brazil, the European Union clinched a hard-fought compromise on its greenhouse gas reduction targets for 2035 and 2040, following intense internal negotiations and a series of concessions to win over reluctant member states.
On paper, the EU still upholds its ambition to cut greenhouse gas emissions by 90% by 2040 compared with 1990 levels. However, countries will now be allowed to use up to 10% of international carbon credits to meet the goal — a flexibility designed to secure Italy’s support.
The agreement also includes a one-year delay, from 2027 to 2028, in extending the carbon market to road transport and building heating, another key demand from several member states concerned about public backlash.
