Morocco expands therapeutic cannabis sector with 140 approved products

Morocco has strengthened its position in the regulated therapeutic cannabis industry, with more than 140 cannabis-based products now manufactured domestically and officially registered with the Moroccan Agency for Medicines and Health Products. The products are distributed through more than 600 authorized sales points across the country, reflecting the rapid expansion of the sector.

The announcement was made by Mohamed El Guerrouj, Director General of the National Agency for the Regulation of Cannabis-Related Activities (ANRAC), during the first scientific conference dedicated to the therapeutic use of cannabis. The event was organized in partnership with the Moroccan Society of Medical Sciences and focused on advancing medical applications of cannabis in Morocco.

According to El Guerrouj, the growth of the industry demonstrates Morocco’s increasing capacity to develop a regulated and sustainable therapeutic cannabis market. Industry output has expanded alongside a broader regulatory framework designed to ensure product quality, legal compliance, and patient access to approved treatments.

Medical experts also praised the country's progress. Moulay Said Afif, President of the Moroccan Society of Medical Sciences, described Morocco’s experience as one of the leading models in the field. He said the scientific gathering supports ongoing efforts to develop action plans that encourage the use of cannabis for healthcare purposes and strengthen scientific research in the sector.

The industry's expansion is reflected in production figures. Dried cannabis production reached 19,576 quintals in 2025, compared with 18,810 quintals in 2024. Authorities described the increase as evidence of significant progress in the development of the legal cannabis industry.

Licensing activity also accelerated during the year. ANRAC issued 4,147 new permits in 2025, bringing the total number of active licenses to 5,765. Cultivation licenses accounted for 5,492 permits and benefited 5,318 farmers. Another 273 licenses covered processing, marketing, exports, seed imports, and transportation activities, involving 183 operators across the value chain.

Morocco legalized cannabis for medical and therapeutic use through Law 13.21, adopted in March 2021. The legislation was designed to integrate cannabis cultivation into the formal economy, improve farmers’ incomes, create stable employment opportunities, and support the development of a regulated industry focused on medical and pharmaceutical applications.
