NATO expects Paris meeting to clarify security commitment for Ukraine

NATO Secretary-General Mark Rutte stated on Wednesday that Thursday’s meeting in Paris of the volunteer coalition will “clarify” European countries’ commitment to providing security guarantees for Ukraine, pending the contribution of the United States.

“I expect to have, tomorrow or shortly after, a clear idea of what we can achieve collectively to ensure Ukraine’s security,” Rutte told reporters in Brussels.

He added that the discussions would define how Europeans could commit more deeply alongside the Americans and determine the extent of U.S. involvement.

The Paris meeting, which will include in-person and virtual participants, will see European countries confirm their readiness to offer security guarantees to Ukraine while awaiting concrete support from the United States, according to the French presidency.

The volunteer coalition brings together around 30 primarily European countries willing to support the Ukrainian military and potentially deploy troops after a ceasefire is agreed, in order to deter further Russian aggression.

Some European countries have remained hesitant, waiting for U.S. contributions, which many see as essential before committing themselves. President Donald Trump pledged on August 18 that the United States would stand alongside Europe in providing security guarantees for Ukraine, to be implemented after a ceasefire or peace agreement.

This “American backstop” could include intelligence, logistical support, or communications assistance, though Trump has ruled out sending ground troops. The U.S. promise has facilitated European discussions and encouraged broader support.

French President and British Prime Minister Keir Starmer will co-chair Thursday’s meeting. Mark Rutte will participate remotely, while defense ministers met via videoconference on Wednesday to prepare the discussions.
