ONEE unveils $6.18 million hybrid power plant project in El Guerguarat

The National Office of Electricity and Drinking Water (ONEE) has initiated a tender for constructing a hybrid solar-diesel power plant with battery storage in El Guerguarat, marking a significant step in Morocco's renewable energy transition.

The project, with an estimated cost of MAD 61.8 million ($6.18 million), aims to provide sustainable energy solutions for the border region. Scheduled for completion within 18 months, the facility will be built on a 10-hectare site and will integrate solar photovoltaic (PV) energy, battery storage, and diesel generators to ensure a continuous and reliable power supply.

A sustainable energy solution for El Guerguarat

The hybrid plant will feature a 1.5 MWc solar PV park paired with a 1.5 MWh battery storage system, ensuring stable electricity production. Diesel generators, including two 1000 kVA and two 500 kVA units, will serve as backup during peak demand or low solar output. A 22 kV distribution substation will connect the system to the national grid, balancing energy sources with an advanced Energy Management System (EMS).

The EMS will optimize battery usage and activate the diesel plant only when necessary, ensuring efficient energy delivery. This development follows the inauguration of a water desalination plant in the region in 2023, showcasing Morocco's commitment to sustainable infrastructure.

Bid requirements and qualifications

Interested companies must submit bids by September 25. A site visit is scheduled for August 25 at the Birguandouz Diesel Plant. Participants must provide a provisional guarantee of MAD 1 million ($100,000) and meet stringent eligibility criteria, including:

Electrical works (HTA/BT): Accreditation from ONEE or completion of a similar project worth over MAD 5 million ($500,000) within five years.

Solar PV installation: J3 certification or equivalent, with experience in a project of at least 1.5 MWc valued over MAD 10 million ($1 million).

Battery storage systems: Implementation of a BESS project with at least 1 MWh capacity and a value exceeding MAD 5 million ($500,000).

Civil engineering: Qualification A2 or equivalent, with experience in projects worth over MAD 8 million ($800,000).

PV and BESS works cannot be subcontracted, while electrical and civil works may be subcontracted if the subcontractor meets qualification standards. Additionally, bidders must demonstrate an annual turnover of at least MAD 30 million ($3 million) over the past three years. A 15% preference margin applies to Moroccan firms.

Part of ONEE’s larger renewable energy strategy

The El Guerguarat project is part of ONEE’s 2025-2030 equipment plan, which involves a $22 billion investment to boost renewable energy capacity, expand energy storage, and strengthen Morocco's electricity grid. The plan targets a 56% renewable energy capacity by 2027, reinforcing Morocco’s leadership in clean energy innovation and infrastructure development.
