South African President Cyril Ramaphosa used his address at the United Nations General Assembly (UNGA) to reaffirm his country’s support for the Polisario Front’s “self-determination” narrative concerning Sahara. His remarks highlighted Pretoria’s continued opposition to the growing international consensus backing Morocco’s Autonomy Plan as the most viable solution to the decades-long dispute.

South Africa’s isolated stance

In his speech, Ramaphosa reiterated his support for the separatist Polisario Front, stating, “We have a responsibility as a member state of the UN to reaffirm the right also of self-determination of the people of Sahara.” The statement echoed long-standing Algerian rhetoric and garnered applause only from members of his own delegation, reflecting South Africa’s increasingly isolated position in the international arena.

While much of the global community, including major powers and numerous African nations, has shifted toward supporting Morocco’s Autonomy Plan as a pragmatic and sustainable solution, South Africa remains entrenched in its opposition. Ramaphosa’s remarks underscore Pretoria's alignment with Algeria and the Polisario Front, rejecting the international momentum in favor of Morocco’s territorial integrity.

A history of anti-Morocco rhetoric

Ramaphosa’s comments come amid South Africa’s broader campaign against Morocco’s sovereignty over Sahara. Pretoria’s hostility toward Rabat has led to diplomatic tensions, including a recent controversy where South Africa’s government announced plans to “demarche” Morocco’s ambassador in Pretoria. The dispute arose after former South African President Jacob Zuma visited Morocco and expressed support for its Autonomy Plan, sparking backlash from Polisario supporters and prompting Pretoria to distance itself from Zuma’s stance.

Global support for Morocco’s autonomy initiative

While South Africa clings to its anti-Morocco rhetoric, a growing number of countries, including Panama, Suriname, and Ghana, have publicly endorsed Morocco’s Autonomy Plan. These nations recognize the proposal as a realistic framework for resolving the Sahara issue, promoting stability, and fostering economic development in the region.

Despite international calls for a pragmatic resolution, South Africa remains committed to its ideological alignment with Algeria and the Polisario Front. Ramaphosa’s speech at the UNGA reaffirmed this position, emphasizing Pretoria’s refusal to adopt the international consensus.

A shifting geopolitical landscape

Morocco’s Autonomy Plan, widely viewed as a modern and practical solution, continues to gain traction on the global stage. Under His Majesty King Mohammed VI’s leadership, Morocco has secured broad support for its territorial integrity, positioning itself as a key player in African and global diplomacy.

As more nations rally behind Morocco’s initiative, South Africa’s adherence to the Polisario’s outdated “self-determination” narrative risks further isolating it within the international community.
