South-South cooperation: A pillar of Morocco's African development strategy

Morocco places South-South cooperation at the heart of its development strategy, actively participating in capacity-building initiatives to enhance resilience in rural areas, empower farmers, and strengthen food systems across Africa. This commitment was highlighted by Youssef Balla, Morocco’s Ambassador and Permanent Representative to UN agencies in Rome, during the 8th joint meeting of the Food and Agriculture Organization (FAO), the International Fund for Agricultural Development (IFAD), and the World Food Programme (WFP).

Ambassador Balla reiterated Morocco’s dedication to sharing its expertise with African partners, particularly in climate adaptation, drought-resistant agriculture, and efficient water resource management. He emphasized Morocco’s efforts to foster regional stability through enhanced cooperation with African countries, noting that food security is crucial for lasting peace. The diplomat recalled Morocco’s longstanding initiatives within bilateral and multilateral frameworks, including the Atlantic Initiative for Sahel Countries, the "Triple A" Initiative for African Agriculture Adaptation to Climate Change, and the "Triple S" Initiative for Security, Stability, and Sovereignty in Africa.

Highlighting the importance of the humanitarian-development-peace nexus, Balla stressed that integrating emergency responses with long-term development efforts is vital to combating hunger, reducing population displacement, and addressing instability. He called for international organizations and development agencies to implement joint programs that provide both immediate crisis support and resources to boost resilience. According to Balla, UN agencies should adopt agricultural programs that address local realities and promote sustainable development in collaboration with governments and rural communities.

Furthermore, the ambassador underscored the need for coordinated efforts among UN agencies and development entities to streamline support for developing countries. He advocated for tailored financing mechanisms that address the specific needs of all beneficiary nations, ensuring effective assistance while respecting each agency’s mandate.
