The debate on modernizing parliamentary action and enhancing citizen participation in legislative processes continues to gain momentum in Morocco. Guest on the show « Lil Hadith Baqiya », aired on the channel Al Aoula, Yassine Oukacha, a deputy from the province of Benslimane and president of the parliamentary group of the National Rally of Independents (RNI) in the House of Representatives, highlighted the progress made in digital transformation within Parliament, while advocating for a reflection on new mechanisms to encourage citizen involvement in lawmaking.

Towards Increased Citizen Participation

During the program, Yassine Oukacha questioned the possibility of allowing citizens to contribute to the discussion of bills before their adoption by Parliament.

According to him, this issue is currently being discussed both within the RNI parliamentary group and in the House of Representatives. He believes that opening new spaces for participation could strengthen dialogue between institutions and citizens, while enriching the legislative process.

Highlighting the Digital Transformation of Parliament

The president of the RNI parliamentary group also emphasized the advancements made by the House of Representatives during the current legislature in terms of digitization.

He explained that digitalization has simplified several parliamentary procedures, including the submission of questions, tracking parliamentary work, and accessing various tools available to deputies.

According to him, this evolution contributes to making the functioning of the institution more efficient and better suited to the demands of digital transformation.

Tribute to the Artificial Intelligence Working Group

Speaking about the development of artificial intelligence within institutions, Yassine Oukacha expressed his appreciation for the work of the Temporary Thematic Working Group on Artificial Intelligence, chaired by deputy Anouar Sabri.

He stated that this group has done important work through the organization of numerous meetings, hearings, and consultations focused on the challenges of artificial intelligence. According to him, this approach has allowed for a thorough reflection on how to develop this technology in Morocco and support its integration into public policies.

The deputy considered that this work reflects the Parliament's willingness to anticipate technological changes and to regulate the rise of artificial intelligence in a way that reconciles innovation, institutional efficiency, and the public interest.

A Parliament Focused on Innovation

Through his statements, Yassine Oukacha highlights the necessity of continuing the modernization of parliamentary institutions by leveraging digital tools and new technologies.

He believes that digital transformation, combined with more active citizen participation and a thorough reflection on artificial intelligence, constitutes an essential lever to enhance the quality of legislative work and bring Parliament closer to citizens.
