Advanced Regionalization: A Strategic Tool to Address Territorial Inequalities

Today, the city of Tangier is hosting the second edition of the National Conference on Advanced Regionalization, under the theme "Advanced Regionalization: Balancing Today’s and Tomorrow’s Challenges." This event brings together political figures, experts, and representatives from civil society, highlighting the strategic importance of this initiative for Morocco's development.

Abdelouafi Laftit, Minister of the Interior, used this platform to assess the progress achieved while outlining critical upcoming milestones. Reaffirming the state’s commitment to advanced regionalization, he stated, “Public institutions and elected representatives are deeply committed to advanced regionalization, aiming to leverage it as a tool for economic and social development while addressing territorial inequalities and broader developmental challenges.”

National Charter for Decentralization

The minister emphasized the pivotal role of a national charter for administrative decentralization, which he described as a cornerstone of the regionalization process. This charter, guided by King Mohammed VI’s vision, must be accompanied by meticulously prepared planning documents to ensure a smooth transition toward effective regional governance.

Inclusive Dialogue and Regional Competencies

A key element of the minister's address was the necessity for inclusive dialogue involving all stakeholders. This dialogue is essential to clarify regional competencies and establish effective mechanisms for their implementation. According to Laftit, such collaboration is crucial to overcoming operational obstacles and fostering the harmonious evolution of this ambitious project.

Overcoming Financial and Environmental Challenges

Laftit identified financial pressure on local governments as a significant barrier to achieving the goals of advanced regionalization. To address this, he advocated for innovative approaches to local financial systems to better equip regions to meet the growing demands of their populations.

In addition to financial challenges, the minister highlighted pressing environmental and social concerns, such as sustainable water resource management and the development of integrated transport and mobility systems. These priorities align with a broader vision of reducing social and economic disparities while laying the foundation for balanced regional development.

The Role of Digital Transformation

The minister also underscored the critical importance of digital transformation in supporting the regionalization process. He stressed that each region must actively participate in digital initiatives, recognizing that technology is a key driver of progress in addressing global challenges and fostering sustainable development.

Through advanced regionalization, Morocco aims to create a governance model that not only addresses territorial inequalities but also ensures sustainable and inclusive growth. The discussions at this conference highlight the significant strides made and the collective determination to overcome remaining challenges, solidifying advanced regionalization as a cornerstone of Morocco's development strategy.
