Morocco's Human Development Observatory unveils strategic plan through 2028

The National Observatory for Human Development (ONDH) has launched its new strategic plan extending to 2028, designed to align with Morocco's national priorities in governance and public policy evaluation.

Developed within the framework of ONDH's mandate to analyze and evaluate human development programs, the strategic plan aims to support social reform initiatives launched by King Mohammed VI through the establishment of an institutional decision-making support system. According to the Observatory's statement, this system will "objectively and proactively respond to expectations regarding analysis and monitoring of programs related to the Royal Social State project, while aligning with the transformation axes of the New Development Model."

The strategic plan will reposition the Observatory within the national framework of public policy evaluation, enabling it to function as an engaged observer capable of proposing innovative and interactive analytical frameworks. These frameworks will measure public action progress across different timeframes and modalities, with the ultimate goal of providing innovative solutions to social impact challenges.

Three key pillars form the foundation of ONDH's strategic plan through 2028: mobilizing citizen consultation to evaluate the impact of public initiatives and development programs; examining governance and implementation mechanisms for major reforms; and continuously monitoring the results of Social State project programs.

The Observatory will adopt an interactive approach with various national and territorial institutional actors, positioning its expertise to meet their observation, monitoring, and performance evaluation needs. ONDH's ambition is to match evaluation offerings with the data and analysis demands formulated by these institutional stakeholders.

Simultaneously, ONDH is initiating a profound institutional transformation by updating its approaches through the modernization of standards and practices. This includes developing new monitoring and evaluation capabilities by strengthening institutional capacities, enhancing the role of evaluators, improving data collection, processing and analysis systems, and producing knowledge through action-research programs.

The ultimate goal of the strategic plan is to enable ONDH to generate objective evaluations and produce evidence-based data on key dimensions of human development in Morocco. This will improve decision-making in social policies and contribute to establishing a robust, equitable, transparent public intervention system that is open to society in terms of social inclusion and development.
