Morocco enhances vehicle import rules for diaspora during Operation Marhaba 2025

Morocco’s Customs Administration has unveiled significant simplifications for vehicle imports as part of Operation Marhaba 2025, a program designed to facilitate the return of Moroccans living abroad during the summer months.

90% tax reduction for senior citizens

Moroccans aged 60 and older, who have resided abroad for at least a decade, can now benefit from a 90% tax reduction on the new-state value of their imported vehicles. This initiative aims to alleviate financial burdens for senior citizens returning home.

To streamline the process, the customs administration has broadened the accepted proof of foreign residence. In addition to consular certificates, individuals can now submit detailed residence history from police prefectures, city halls, or employment departments, as well as residence permits and foreign identity cards displaying overseas addresses. Provincial and prefectural customs directors have the authority to validate these alternative documents, enhancing accessibility for returnees.

Streamlined process for permanent returns

In further support of returning expatriates, Moroccans relocating permanently to Morocco will receive a three-year age reduction when calculating vehicle taxes and duties. This one-time benefit is applicable to one vehicle per person and excludes diplomats and students.

The customs administration has also removed previous requirements for extensive paperwork, such as two years of pay slips and recent tax documents. While other eligibility conditions remain unchanged, these adjustments aim to simplify the import process for returning residents.

Operation Marhaba

Initiated in 2001 by the Mohammed V Foundation for Solidarity, Operation Marhaba coordinates annual assistance for millions of Moroccan expatriates returning home. The program manages transportation, customs procedures, and logistical support during peak summer travel periods.

These reforms in customs procedures underscore Morocco’s commitment to strengthening connections with its diaspora and reducing bureaucratic obstacles. The updates particularly benefit older Moroccans who have established long-term residences abroad and those choosing to return permanently to their homeland.

An updated official guide detailing all new provisions has been published online by the customs administration. These measures are designed to ensure smoother services across national customs structures during the busy summer travel season, when Moroccan communities around the globe gather to reconnect with family and friends.
