Casablanca unveils new urban plan for Maarif district
Casablanca has completed the public consultation phase for its new urban development plan for the Maarif district, one of the city’s most dynamic business and residential areas.
The consultation, held from September 11 to October 10, 2025, allowed residents, property owners, and professionals to submit their observations and proposals on the new plan, which will guide urban development over the next decade.
This urban blueprint aims to preserve architectural heritage while adapting to the city’s rapid modernization and current social needs.
🏥 Medical hub project
According to Abdessadek Morchid, president of the Maarif district, one of the major components of the plan concerns the University Hospital area, covering 56 hectares that include the faculties of general medicine, dentistry, and the psychiatric hospital.
The plan envisions the creation of a comprehensive medical hub, similar to those in Rabat, Agadir, or Tangier, offering space for potential restructuring or full redevelopment by the Ministry of Health.
💡 “Maarif Tech” innovation zone
Another key feature is the transformation of the current Alsa bus depot into a “Maarif Tech” innovation zone, dedicated to sustainable and environmentally friendly technologies. The goal is to ease traffic congestion and promote urban mobility while positioning Maarif as a center for innovation.
🏘️ Derb Ghallef redevelopment
The Derb Ghallef market, a Casablanca landmark, could soon undergo major rehabilitation. The plan allows for its designation as a public utility area, paving the way for expropriation and redevelopment of both the market and its surroundings—a long-awaited modernization project.
🏙️ Residential zones and infrastructure
Only two neighborhoods, Franceville and Tantonville, are slated for structural change, with a shift from single-family homes to R+3 apartment buildings. All other residential areas will maintain their current character.
The plan also includes the construction of new public facilities, health centers, retail spaces, and local infrastructure to revitalize Maarif despite limited available land.
