The announcement by U.S. President Donald Trump that he would “permanently suspend immigration from third-world countries” has sparked intense debate both inside and outside the United States. The statement, delivered after the November 26 armed attack near the White House that left a National Guard member dead and another seriously injured, raised immediate questions due to its lack of geographic detail.

In a message posted on Truth Social, Trump pledged a sweeping overhaul of U.S. immigration policy. He announced the cancellation of admissions approved under the Biden administration, the end of federal aid for non-citizens, the denaturalization of migrants deemed a threat to “domestic tranquility,” and the expulsion of those described as a “public burden,” “security risk,” or “incompatible with Western civilization.” He also referenced a “reverse migration” program intended to repatriate certain legally settled foreigners.

The ambiguity of the term “third-world” led to widespread confusion. To clarify, Reuters contacted the Department of Homeland Security (DHS), which did not provide a definition of the term but instead pointed to the 19 countries covered by the 2025 travel ban already in effect.

That executive order, issued in June 2025, was based on U.S. federal assessments identifying states that failed to meet information-sharing or identity-verification standards. Twelve of the 19 countries faced a full entry ban: Afghanistan, Myanmar, Chad, the Republic of the Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Somalia, Sudan, and Yemen. Seven others were subject to partial restrictions: Burundi, Cuba, Laos, Sierra Leone, Togo, Turkmenistan, and Venezuela.

Analysts note that the expression “third-world,” absent from American institutional language, carries political connotations and lacks administrative or diplomatic relevance. Because of this, officials relied on the June 2025 decree, making these 19 states the only countries effectively linked to Trump’s immigration suspension at this stage.
