Morocco plans naval upgrade with acquisition of two advanced submarines
Morocco is reportedly preparing to enhance its naval power by acquiring two advanced submarines, according to a report by Military Africa. The move is part of the North African country's broader strategy to modernize its military and strengthen its ability to address evolving security challenges while safeguarding its territorial integrity.
Two leading European shipbuilders, France's Naval Group and Germany's ThyssenKrupp Marine Systems (TKMS), are competing to secure the contract. Both companies are offering cutting-edge submarine designs tailored to Morocco's needs.
France's Naval Group: Scorpène-class submarines
France's Naval Group is putting forward its Scorpène-class submarines, which are known for their stealth, autonomy, and adaptability. These submarines boast advanced features such as lithium-ion batteries, which enhance their endurance and performance. The Scorpène is equipped with an integrated French combat system and a fully automated centralized platform control system, ensuring high diving safety and requiring a smaller crew — an advantage for coastal operations.
The French shipbuilder has also proposed managing a new shipyard in Casablanca, further solidifying its commitment to Morocco. This partnership would build on an existing relationship, as Naval Group previously supplied Morocco with a multi-mission frigate in 2014. Talks between Morocco and the group regarding submarine acquisition have been ongoing since 2021. Notably, Military Africa reported that by 2022, Naval Group was the sole bidder for managing Casablanca's future shipyard, positioning the company as a strong contender for the current deal.
Germany's TKMS: Dolphin and HDW-class submarines
Germany's TKMS, meanwhile, has entered the competition with its HDW Class Dolphin AIP submarine and the HDW Class 209/1400mod. The Dolphin-class submarines are equipped with a state-of-the-art fuel cell system, significantly enhancing their submerged endurance. They also feature advanced combat systems and a versatile weapon expulsion system capable of deploying torpedoes, missiles, and mines.
While the HDW Class 209/1400mod is based on an older design, it remains a reliable and proven option, adding depth to TKMS's bid.
Strengthening military capabilities amid regional tensions
The potential submarine deal comes as Morocco ramps up efforts to modernize its military. In 2025, the country increased its defense budget to over MAD 133 billion (approximately $13 billion) as part of a comprehensive plan to reinforce its defense capabilities. This initiative reflects Morocco's commitment to addressing regional security challenges and ensuring its territorial sovereignty in a complex geopolitical environment.
Both Naval Group and TKMS are vying to provide Morocco with state-of-the-art submarines, positioning the country for a significant leap forward in naval capability. The outcome of this competition is expected to play a pivotal role in shaping Morocco's maritime defense strategy in the years ahead.
