Barcelona to invest over 30 million euros in Ciutat Vella to reduce neighborhood inequalities

Barcelona is targeting long-standing poverty issues in its Ciutat Vella district with an investment of more than 30 million euros over three years. Albert Batlle, the district’s councilor, announced the allocation as part of the first Pla de Barris (Neighborhood Plan) for Ciutat Vella, scheduled for 2025-2028. The plan aims to implement a comprehensive and unified strategy across the district’s four neighborhoods to tackle inequalities.

Ciutat Vella stands out as the only district in the city where all neighborhoods are included in the third edition of the Pla de Barris, a city-wide program with a budget of 300 million euros. This plan spans seven districts and includes 315 projects focused on enhancing public spaces, renovating schools, and opening climate refuge libraries, among other initiatives.

Of the 30 million euros designated for Ciutat Vella, 20 million will fund urban redevelopment projects, while the remaining 10 million will support social action programs. Ivan Pera, commissioner of the Pacte per Ciutat Vella, emphasized the goal to foster dignity, optimism, opportunities, and hope in the community.

Research by Institut Metròpoli highlights high vulnerability in the Raval neighborhood and moderate vulnerability in others, with housing quality and limited living space being primary concerns. Additional challenges include vulnerable foreign populations, students with special educational needs due to socio-economic and cultural factors, and severe poverty.

Planned educational and cultural initiatives include improvements to school playgrounds and sports facilities, and the establishment of a new music education center in Raval. The plan will continue and expand successful projects from previous phases such as 'Caixa d’Eines' and 'Prometeus', along with a new reading promotion program for children and families called 'Lletres Bressolades'.

Public space upgrades involve renovating sports courts, creating new public areas, and revitalizing streets and plazas through community participation processes.

Housing remains a priority, with ongoing efforts under the Programa Finques d'Alta Complexitat to rehabilitate buildings and strengthen neighborhood coexistence. The plan also promotes vocational training in housing renovation to create job opportunities.

Health and social wellbeing initiatives will continue, including the youth participation project Kn60Lab in Raval and actions to combat loneliness among seniors. To address climate change adaptation, the plan will improve thermal comfort in public spaces by adding shading elements to protect vulnerable populations from heat.
