Morocco unveils $9 billion railway modernization plan through 2030
Morocco's ambitious transportation infrastructure plan will inject MAD 96 billion ($9 billion) into railway upgrades by 2030, Transport and Logistics Minister Abdessamad Kayouh announced in Rabat. The comprehensive initiative aims to dramatically expand the nation's rail connectivity while modernizing existing infrastructure.
The investment package allocates $5 billion for high-speed rail construction between Kenitra and Marrakech, alongside regional rail development. An additional $2.76 billion will fund the acquisition of 18 high-speed trains and 150 multi-purpose trains, while $1.33 billion is earmarked for building or renovating 40 railway stations.
Looking ahead to 2040, the expansion plan envisions connecting 43 cities, nearly doubling from the current 23. This growth will extend rail access to 87% of Morocco's population, up from 51%. The enhanced network will service 12 international airports and 12 ports, a significant increase from the present coverage of one airport and six ports. The initiative is expected to generate 300,000 jobs.
The Nador West Med Port rail link represents a crucial component of the project, with 17% completion achieved thus far. Detailed studies have concluded, and land acquisition procedures are moving forward.
In parallel developments, airport infrastructure will receive MAD 42 billion in investments through 2030. This funding will support the expansion of Casablanca Airport's capacity to 44 million passengers annually, reinforcing its role as Morocco's primary international gateway. Plans also include constructing a new terminal at Rabat-Salé Airport to accommodate 4 million passengers yearly, while upgrading facilities at Tangier, Marrakech, Fes, Tetouan, and Agadir.
Members of the House of Representatives endorsed these initiatives while advocating for broader rail coverage in currently unserved regions to promote balanced economic growth. They also emphasized the importance of enhancing domestic air connectivity, particularly between central and southern provinces, and upgrading regional airports to international standards.
